Task: Review international precedents and develop the concept of a communications strategy and education campaign aimed to inform the public about the government’s pension policy and programmes in 2009.
Action: While developing the concept, M&P reviewed the activities of national pension funds in 16 foreign countries, interviewed PFR executives, held a series of in-depth interviews with third-party experts, held a public opinion poll, and monitored and analyzed the PFR’s information field in 2007–2008. This work resulted in a document that contained a summary of research findings, mid-term positioning recommendations, suggestions on building a comprehensive system of internal and external communications, a crisis response programme, and recommendations on media relations, Internet outreach, educational campaigns, etc.
